I agree with the Director of Public Works

that the provisions of the new Public Health and Buildings

Ordinance cannot be properly carried out unless some additional

assistance is given to the Department. There remains the extra

work cast upon the Department in arranging the details for

and carrying out schemes of improvement. Such schemes require

great consideration and care affecting as they do existing

water and drainage works, the levels of streets and other cognate

matters.

A Sanitary Commissioner or the Sanitary

Board or other Body may recommend such schemes but the details

must be placed in the hands of an Officer of the Public Works

Department, and preferably with the Officer who has cognisance

of the work being carried on by private individuals under the

Buildings Ordinance which involves the reconstruction of pro-

perties that might clash or interfere with any scheme of in-

provement.

For these reasons I am strongly of opinion

that the additional Executive Engineer asked for is required

independently of the appointment or otherwise of a Sanitary

Commissioner, and I would ask that no time should be lost in

selecting an Officer for the post and sending him out to the

Colony.
